What can i do if my dog doesn't like his food?

I have heard of people who cook food for their dogs. You have to be careful though and make sure he gets what he needs. I'm sure you can find recipes on the internet under homemade dog food or "make your own dog food". Maybe you shouldn't feed him treats, and just get him to eat his food. I have a chi, too, and I know how hard it is to resist the cute, but you have to be tough because nothing is more important to an animal than eating properly.
